The UAE runs genuinely graded public inspectorates (Dubai's KHDA, Abu Dhabi's ADEK) that publish 'Outstanding→Weak' verdicts — so the strongest schools in those emirates can earn a verifiable S-tier. Qatar and Saudi Arabia publish no graded public inspection, so the only verifiable route to the top is a UK BSO 'Outstanding' inspection. That means a Gulf school's tier often turns on how its country regulates schools, not on whether it's excellent. An independent read matters here more than almost anywhere.
