India's elite higher education is defined by brutally selective national entrance exams rather than holistic admissions, and is overwhelmingly domestic in intake. The IITs (engineering), IIMs (management), IISc (research), and a handful of central universities and private institutes like BITS Pilani sit far above a vast, uneven mass-higher-education system. For top scorers the value is extraordinary — world-class outcomes at very low public-system cost — but the same institutions produce significant brain drain, with a large share of the strongest graduates leaving for the US and elsewhere. International undergraduates generally cannot enter via IB/A-Level/AP directly; the primary routes are the Indian national exams (with small supernumerary/DASA-style quotas) or offshore campuses (IIT Madras Zanzibar, IIT Delhi Abu Dhabi, BITS Dubai).
